Francesca DeBiase, Supply Chain & ESG Governance Leader | Board Member Spotlight

Francesca DeBiase: Operational Governance at Global Scale

Francesca DeBiase is an independent director on the board of Sysco Corporation and Norfolk Southern Corporation, where her work impacts some of the most important responsibilities in today’s boardroom.

At Sysco, she is part of the audit and the sustainability committees.

At Norfolk Southern, she serves as the chair of the governance and nominating committee as well as the compensation and talent management committee, helping guide board composition, leadership continuity, and long-term oversight.

With over 30 years of global leadership experience, including serving as the Executive Vice President and Chief Global Supply Chain and Sustainability Officer at McDonald’s Corporation, DeBiase is known for helping bridge the gap between strategy and execution.

She built her career strengthening complex operating systems and building sustainability into the core of business performance.

In the boardroom, she brings a pragmatic, systems-level perspective that is focused on resilience, accountability, and the type of disciplined thinking that supports durable, long-term value.

Governance Contribution and Boardroom Impact

Francesca DeBiase’s impact in the boardroom stems from how she helps boards be ready, not just compliant. As Chair of the Governance and Nominating Committee at Norfolk Southern, she is focused on building the right board for where the company is going. That means thinking hard about the composition of the board, including succession, and whether or not the skills around the table really fit the strategic and risk environment of the company.

Her perspective is informed by over three decades of experience with leading complex global operations, including the time she spent on McDonald’s Senior Leadership Team, where she played a key role in driving the business through transformation and ensuring continuity of the global supply chain during the COVID crisis. Today, that experience helps inform her oversight of operational resilience, supply chain risk, sustainability and leadership continuity in her board positions at Norfolk Southern and Sysco.

What makes DeBiase especially effective is her ability to make the connection between day-to-day execution and long-term value creation. She brings a practical and grounded view developed out of real operating experience.

  • She knows how good operations equate to shareholder value, a turnaround strategy she contributed to at McDonald’s that led to a 97 percent increase in shareholder value during her tenure in the presidency.
  • She brings discipline from leading one of the world’s largest supply chain systems as Executive Vice President and Chief Global Supply Chain and Sustainability Officer at McDonald’s, where clarity, traceability, and risk awareness were essential.
  • She wove sustainability directly into enterprise operations, reflecting her role in pioneering the combined global supply chain and sustainability leadership model at McDonald’s.
  • She focuses on long-term resiliency rather than short-term gains with a close eye to leadership continuity, stakeholder trust, and organizational preparedness.

Core Strengths in the Boardroom

Francesca DeBiase’s strengths are based on real operating experience, not theory. Having spent decades running complex global systems, she has a practical understanding of how strategy actually plays out inside an organization, and what boards need to watch closely to keep performance and resilience on track.

Global supply chain & operational risk

DeBiase managed McDonald’s around the world through a supply chain in over 100 countries, dealing with sourcing, logistics and safety at a massive scale. During the Covid crisis, she helped keep the system running without major disruption, developing her clear, systems-level view of operational risk and resilience that now informs her board oversight.

Sustainability as a part of how a business runs

As Chief Global Supply Chain and Sustainability Officer, she did not make sustainability a side initiative. She built it into day-to-day operations through the Scale for Good platform, helping drive measurable progress while increasing brand credibility. Her approach links sustainability with the concepts of long-term value, risk, and trust, not the other way round.

Governance and succession

As Chair of the Governance and Nominating Committee at Norfolk Southern, DeBiase concentrates on developing the correct board for the future. Her work focuses on Board composition, skills alignment and thoughtful succession planning so that governance keeps up with strategy and evolving risks.

Capital discipline and value creation

With early roots in the world of finance and a strong sensitivity to P&L accountability, she understands the role of execution in driving shareholder outcomes. During her tenure on McDonald’s leadership team, she helped with the turnaround and significant growth of the company in terms of shareholder value, solidifying her steady, value-focused approach in the boardroom.
